Electronic health record (EHR) systems improve patient care and lower healthcare costs by bringing information to the critical points of care.

In 2004, President George W. Bush issued an executive order to ensure all Americans have electronic health records within ten years.

To facilitate this mandate, the Open Vista Institute has been established to construct and maintain a useful and sustainable electronic health record system based on the commercial grade version of the Department of Veterans Affairs enterprise-wide VistA system.

A fully integrated EHR for both in- and out-patient services, VistA is used to support the clinical, financial and administrative needs of the VA’s network of 1,400 healthcare facilities. VistA is available in the public domain through the Freedom of Information Act (FOIA).
